This is outstanding!

If this ruling is upheld and then spreads to other states -- such as repressive HI -- it could lead to Shall-Issue and FORCE HPD Chief Louis "no-issue" Kealoha TO ISSUE (since he wouldn't stand up and do it on his own)!

Depends on how HI's law is written. In MD, the law says the State Police "shall issue if the applicant has good cause". Strike "good cause" and you're left with a shall-issue statute.
