Do you plan on carrying in a manner which is not legal per state law? If not then I don't see any problems with you carrying there.

Well if you're that worried about OCing, assuming you have a CPL, just carry concealed.

Bring the policy with you.

If confronted, give it to them, then go sit down to read. Ignore them.

Sending an armed police response to a man quietly reading in a library will send the strongest message possible.

You are permitted to OC by law there, so if that's what you wish to do, do it. (I would, but that's just me).

Yup, same thing here in Va. I have OC'd at my local library a few times now. I got a few gasps and pointed looks from mothers with small children, but no one ran off in a panic.

Suggestion, if allowed by your state/local law, bring a voice recorder and keep it recording!

I don't know... It's not like they are a unit of government covered by preemption.
They are a "commission" , shouldn't they be able to make any laws, rules, commands, they want?

IANAL but in my opinion if they are operated by a city they are still covered.
Sec. 2. A local unit of government shall not impose special taxation on, enact or enforce any ordinance or regulation pertaining to, or regulate in any other manner the ownership, registration, purchase, sale, transfer, transportation, or possession of pistols or other firearms, ammunition for pistols or other firearms, or components of pistols or other firearms, except as otherwise provided by federal law or a law of this state.

By creating commissions, and authorities, and whatever else they can make a name for, they are regulating (in any other manner) the posession of firearms. Since CADL for example, cant regulate firearms as a city because of preemption, they are claiming the term "authority", in a naked attempt to subvert the law, in order regulate the possession of the firearm.

Is the Library owned by the city/county directly or is it an "authority"?

If it's an authority, see the CADL case. This case is still in appeals.

If it is city/county owned, see MCRGO v Ferndale. This case is decided and binding case law.
