    The sergeant and officer encountered the 27-year-old man and ordered him to drop the weapon, but the man did not comply. The sergeant fired his handgun to stop the threat, striking the man.

    Everyone should. But the great majority of people shot with handguns survive (~80 %.) More than likely, if a threat is stopped after being shot it is because they no longer have the will to continue to threaten, not because they don't have the ability.
