Yes, yes it does. The state has preemption so localities cannot make their own laws with respect to open carry and can not cite for disorderly conduct type things for solely open carrying.

LEO also cant disarm or phycially restrain you during a stop if your OC unless there is reasonable articulate suspicion of other criminal activity or fail to show your license.
