... Hugo Chavez's government says the ultimate aim is to disarm all civilians, but his opponents say the police and government may not have the capacity or the will to enforce the new law. [ ... ]The ban is the latest attempt by the government to improve security and cut crime ahead of elections in October.
Whose elections I wonder.

I do believe some of the gun violence they have there is criminal but I believe a lot of it is Gov sponsored to be able to do this type of thing. Just saying.

I'm going to guess the government will be murdering any dissident people.
Which government, whose elections, dissident to what?

You do not become a "dissident" just because you decide one day to take up this most unusual career. You are thrown into it by your personal sense of responsibility, combined with a complex set of external circumstances. You are cast out of the existing structures and placed in a position of conflict with them. It begins as an attempt to do your work well, and ends with being branded an enemy of society. (Power of the Powerless paragraph 14, Václav Havel, 1978)

Or, you know, the government decides you're a dissident, that you might become a dissident one day, or that one of your family members might be one, and you disappear regardless of your attitude towards the government.
