Can I carry a shotgun in Humboldt-Toiyabe National Forest, CA?

I plan on going backpacking at the Virginia Lakes in California. It's right near Yosemite and obviously bear country. Now that I can't take my .357, what can I take for self defense? Can I keep an unloaded shotgun in my backpack with the slugs in there, or in a separate pouch, or in my pocket? Or am I stuck fighting a bear with my knife? The Virginia Lakes are in Humboldt-Toiyabe National Forest but we might stray into Yosemite in case that makes a difference.

Seriously though, has those petty despots in Sacramento made it unlawful to carry a loaded handgun while hiking or camping?
