If the library is owned by the city or county, open carry is legal.

I have no idea if there are any privately owned libraries in the state.

Thankfully, this will all be settled for gun owners on July 12th. HB 500, specifically, includes "special taxing districts" in those agencies that are prohibited from restricting firearms.

I thought HB500 kicked into effect on July 1st?
