I know that the quoted part falls under concealed carry, however I want to make sure I understand this correctly. Am I able to carry (concealed, or open) into an establishment that serves alcohol such as Red Robin, or Applebees as long as I am not drinking, and they don't have signs up?

(l) any portion of a drinking establishment as defined by K.S.A. 41-2601, and
amendments thereto, except that this provision shall not apply to a restaurant as defined by
K.S.A. 41-2601, and amendments thereto;

Here is a link to the city of Olathe's municipal codes. They do not have any thing regulating "open carry". The sections you are looking for start at 09.12.20.
If I were going to carry in Olathe, I would print these out and carry them with me.

"Open carry" in Olathe Public is not illegal. "Open carry" loaded is ILLEGAL. Open carrying inside any facility which serves alcohol for consumption is ILLEGAL. Any facility displaying a "No Guns/Weapons" sign carries the weight of law according to my understanding. (the Opposite is true on the Missouri side)

You can open carry loaded in Olathe legally, unless I am just misunderstanding your statement. There is nothing per say illegal about consuming drinks while carrying, unless you become under the influence then yes.
