if it becomes exposed, in the eyes of the law that would be considered brandishing.
:banghead:

1) to shake or wave (as a weapon) menacingly
2) to exhibit in an ostentatious or aggressive manner
[I guess BBQ guns are out, as are cowboy action getups.]
Here's the WV code about brandishing (I'm a little surprised there is one):
http://www.legis.state.wv.us/legisdocs/code/61/WVC 61 - 7 - 11 .htm
(Or you can use the search box here:
http://www.legis.state.wv.us/WvCoDe/Code.cfm)
§61-7-11. Brandishing deadly weapons; threatening or causing breach of the peace; criminal penalties.
It shall be unlawful for any person armed with a firearm or other deadly weapon, whether licensed to carry the same or not, to carry, brandish or use such weapon
in a way or manner to cause, or threaten, a breach of the peace.
Any person violating this section shall be guilty of a misdemeanor, and, upon conviction thereof, shall be fined not less than fifty nor more than one thousand dollars, or shall be confined in the county jail not less than ninety days nor more than one year, or both.
Use the search box again on "breach of peace", & you'll find reference to riot & shoplifting.
There are plenty of videos on YouTube showing OC get-togethers, shopping trips, etc. where Absolutely Nothing Happens. Would be great to show in court to demonstrate that OC is not a breach of peace.

first off, quit calling it a CCW.
+1. CCW is a crime. Having a license is a defense to persecution.

I have had my CC permit for almost 2 years now, but have not directly asked that question of the local sherrif, I CC anyway, due to work issues.
second; never, never, never, ask a LEO about the law. Ask a competent lawyer, DA, Judge or AG
+1.
if any body tells you different, then ask for the law that says you must conceal if you have a permission slip.
Bingo.
