    Orono OC Picnic-Guaging Interest

    In the month that I have been in Maine I have had more problems with OC than I did in the 2 years i OCed in Connecticut. Today I received an e-mail from a friend at the Local PD. However, it got me thinking, and aggravated me a lil. He is usually all for excersising your rights especially 2A rights. So I was a little thrown off by it. I thanked him for his advice and told him that even wit a CC Permit I would still OC as it's my preferred method of carry. I gave him this link Open Carry Argument

    I feel as if it's as a good a time as any for an Orono/Bangor/Old Town OC Picnic. If anyone would be interested in attending please let me know. I would like to get this setup. I going to look at some sponsors to donate food and will try to secure the rest myself. I'm sure that we can get a spot at one of the many parks around the area.

    50 views and no interest? Not that many OCers from the Bangor area?

    I'd like to get this done. There isn't much time before it starts getting cold. Then we will have to wait until spring to try again.

    On my phone and can't check distance, but I'm up for somewhere more central to everyone. I suggested Bangor because I don't see much going on up here. I don't mind a drive and am not adverse to staying overnight if I have to. Day trips are cool I wouldnt mind a trip down to Kittery even. If a MOD wants to change the title to Maine OC Picnic its ok with me. Augusta area might not be bad or Fairfield

    Windham is about 2 to 2 1/2 hours away from Bangor. I'm surprised that this topic has been so quiet. It seems most of the Maine activity is up in your neck of the woods.

    I would definitely be down, but Bangor is too far from Portland for me. Classes start for me next week again, so maybe on a Saturday or something? Would need to try and get work off for a day trip, but that shouldn't be a problem.

    So anybody have an opinion on a middle ground? I think Augusta might work, about half way between Portland and Bangor. Sorry to keep bumping this, just really want an OC picnic before it gets cold

    Wish this had come up about a month or so ago. I'd be there with bullets on.

    We're headin to the Jet Port tomorrow afternoon and off to Ukraine on Monday, so the Bersa is unloaded, cleaned and lightly oiled and stashed in the ammo can. I've asked my brother to come over and take her out to play once in awhile and give her a good rub down for me.

    Hope we can set something up. Maybe Augusta way?

    If we get an annual OC picnic going I'll be back next Summer and I'll bring a nice big batch of Q to the party.

    Augusta would work for me, depending on when it was. An hours drive would definitely be worth it for me.

    Orono, Bangor, Newport, Waterville or Augusta. whatever gets the most votes.

    Sounds like Augusta may work the best door all interested. Mill Park seems like a good place for the picnic. There is a pavilion, so we could still have it rain or shine. I'll contact Augusta Parks dept to find out about reserving the pavilion. What days are people available? A Saturday may be easiest for everyone but I'm not sure.

    Pick a date about a month or so out. Trust me just pick one, make fliers, post them everywhere you can. Get people excited. Protect your rights. Simple, really! :-)

    BUREAU OF CAPITOL SECURITY

    CHAPTER 41 Capitol Area Security Rules

    1. Definitions

    The following words and phrases, when used in these regulations, shall have the following meanings, unless a different meaning is plainly required by the context:

    A. "Capitol Area" when used in these regulations shall mean the land, building, personal property and facilities owned, leased, occupied, used or possessed by the State in or at:

    (1) The Capitol Area described in I M.R.S.A., Section 814, and

    (2) The District Court Building on State Street, and

    (3) The State Police Barracks and Garage on Hospital Street, and

    (4) Blaine House Complex, and

    (5) Blaine Memorial, and

    (6) The Augusta Mental Health Institute Complex, and

    (7) ANY OTHER STATE CONTROLLED LOCATIONS, WHETHER ITS OWNED, LEASED, OR JUST USED BY THE STATE WITHIN THE CITY LIMITS OF AUGUSTA, MAINE.


    E. "Police Officer" every sworn officer of the Bureau of Capitol Security or any law enforcement officer authorized to issue process for civil or criminal violations.


    2. Regulations

    A. The COMMISSIONER OF PUBLIC SAFETY is empowered to close, secure and limit access to all or a portion of the Capitol Area at stated times during hours when the state offices are closed, or, without prior notice, at any other time should a situation develop wherein all or a portion of the Capitol Area becomes jeopardized by the actions of any person or persons.

    B. No person shall cause or participate in a demonstration of any nature in the Capitol Area unless written permission for such demonstration has been obtained from the COMMISSIONER OF PUBLIC SAFETY or his Designee. An application, in writing setting forth information as may be required, is necessary prior to the granting of any permit.

    C. No person shall cause injury or damage to the trees, shrubbery or flowers in the Capitol Area, or damage, mar or deface the buildings, personal property or facilities thereon in any way.


    F. No person, except a police officer on duty, shall carry firearms, dangerous weapons, explosives, incendiary devices, or implements which by their nature are capable of being used to destroy or injure a person or property in the Capitol Area.


    J. No person shall solicit, give away, canvass, sell or offer for sale items or materials or make collections for past or current obligations in the Capitol Area without written authorization from the Bureau of Capitol security.


    M. Persons or organizations seeking to use a designated portion of the Capitol Area must obtain a written permit by applying, in writing, to the COMMISSIONER OF PUBLIC SAFETY or his designee, and specifying the use intended and the persons responsible for the supervision of the activity.

    3. Penalties

    Any person found guilty of violating any of these regulations shall, upon conviction, be punished as provided in Revised Statutes, Title 25, Section 2910.

    I spelt Capitol "capital", that was my problem. Thanks Grape!

    So the question is does Mill Park fall in this area? From what I can tell playing "trace the streets" on google maps Mill Park is outside the Capitol Area. I'll break out a map and try to hihglight the Caiptol Area boundaries.(Mighy make a good sticky afterwards)

    2. Capitol Area defined. The Capitol Area is defined as the following described premises:
    A.     kind of far

    for those of us in southern maine that is quite a long haul, maybe something in l/a or portland area i would be interested in attending just cant see driving 3 hours for it. I know there is a decent park at one of the lewiston auburn bridges where they do alot of festivities for the cities.
