VCU Police apparently use the term "campus" to describe the area where they have original jurisdiction, as opposed to the Richmond City Police.

It may be that the VCU Police reports are including crimes that occur off actual VCU property because of some pressure regarding compliance with the federal law on reporting campus crimes. It would be nice to think that, but I feel very hard pressed to convince even myself that is actually happening.
What is much more probable is that the VCU Police are justifying their existence. With the exception of crimes that take place within VCU buildings, an unarmed security guard force would meet the needs of the university. Either the State or Capitol Police would have jurisdiction for crimes committed inside VCU buildings, and Richmond City POlice would have jurisdiction on the streets. For example, paying a fine for a VCU parking ticket on Grace Street does not go to Richmond City, but to VCU. VCU Police have been accused of ticketing vehicles with Fan District parking permits that are parked on the public streets if they are "too close" to the campus area (around Cabel Library and the Student Union building particularly, but also as far West as Boyd and Morris, and also as far North as Clay in the Carver area).
