THE state's infrastructure projects have been put in jeopardy because of a stalemate over duck hunting.
Laws allowing the $4 billion leasing of Port Botany and Port Kembla, which would help fund major road and rail projects in NSW, are off the agenda in the upper house after a breakdown in negotiations with the powerful Shooters and Fishers Party.

Crossbench MPs Robert Borsak and Robert Brown were set to support the leasing bill this week but were told the government was stalling on a deal to allow the Game Council to issue licences to kill game birds on private land.

In May, Premier Barry O'Farrell promised the Shooters and Fishers Party members he would agree to their demands as part of a series of deals made to guarantee the sale of the electricity generators.

On Wednesday night, the two Shooters MPs were told they would need to amend the bill if it was to get through cabinet. "They put forward some suggestions to amend the bill, which we cannot agree to," Mr Brown said.

Now, key legislation like the lease of the ports and the redistribution of electoral boundaries, which would benefit the Liberal and National parties, hangs in the balance.

"It is not just ports. It is everything in the future. It would tell us the government aren't prepared to negotiate in good faith," Mr Brown said.

Mr Borsak said: "We expect the government to treat us with respect and to honour their commitments. They have no philosophical love of ducks. They do have a philosophical love of money and an electoral need for money."

It is understood the Premier, Roads Minister Duncan Gay, Energy Minister Chris Hartcher, Police Minister Michael Gallacher and Finance Minister Greg Pearce are key backers of the duck hunting bill.The Shooters MPs said they do not want to go to war with the government but expect the Premier to honour his word.

"We have an expectation that the Premier will sort it out. If they want to backslide, that is their problem," Mr Borsak said.

The minor party, which controls the balance of power in the upper house, is a crucial ally of the government.

Since the election they have voted with the government on 84 per cent of divisions.

Mr Brown and Mr Borsak said they were concerned their duck hunting bill had been stalled because of ructions within the Coalition.

"We know - we are not guessing - we know there are elements within the government, within the cabinet even ... that want to start a fight between the rednecks and the Premier," Mr Brown said.

"We have a message to those trying to destabilise the Premier: We know who you are, we know what you're trying to do and we are not going to play your game. We will continue to negotiate with Barry in good faith."

Yes its in Australia. I have been fighting for our rights to own anduse firearms ever since the Howard government banned certain calibers, including pump action shotguns, and made it extreemly difficult for anyone to own and use firearms for any reason. We finally have got two representatives in our state parliment and this is what they are up against. Read the accompanying editorial written by the same news paper, attached to the OP article.

So, the Shooters Party is holding a gun to Barry O'Farrell's head. Who would have seen that coming? They say if you lie down with dogs you get fleas. Well, if you do deals with Shooters you get shot - usually in the back.
Such has been the Premier's fate, with this minuscule special interest group holding nationally significant reforms to ransom because they might not be allowed to go duck hunting.

What a joke.

Sadly Mr O'Farrell largely has himself to blame for his predicament, having cut a deal with the Shooters in the first place when he should have just stared them down. Him and what army? How about the two-thirds of the population who voted him in.

With a mandate like that no government should be having to make side promises to self-interested crossbenchers. If he and his operatives can't hammer through legislation on the strength of their argument and some good old fashioned strong-arm tactics then perhaps politics is not the game for them.

Instead the lion kowtowed to the mouse and Mr O'Farrell again displayed his worrying trait of outsourcing his own authority.

However he has an opportunity now to remedy that error and also the public perception of him as a meek and over-cautious leader.

He has recently proven himself capable of bold and decisive action by immediately endorsing Infrastructure NSW's motorway plan. He can do so again with the Port Botany reforms and taking the fight directly to the parochial airport-loungers in the legislative assembly.

Threatening to kill off legislation of state and national importance because of boutique issues or backyard politics is the worst kind of insult to democracy. Mr O'Farrell should show the Shooters MPs what he thinks of their childish self-interested obstructionism and he can rest assured that the rest of NSW is ready to show them too."

Hi 'Citizen.'

According to Websters Dictionary: Ruction, a riotous outbreak or uproar; a noisy disturbance or quarrel [Colloq.] Altered from Insurrection,orig. with reference to the irish Insurrection of 1798.

The Greens, Indipendants and Liberals are continually at each others throats, especially when our two Shooters and Fishers Party members refuse to vote on policies they believe are detrimental to shooters and fishermen! They hold the balance of power with Fred Nile of the Christian Democrat's. Many LAFO's here voted and sent in comments, none of which were published. It seems the paper's editor's nose was put out of joint! he was hoping to get a huge "NO" vote in his poll!

I placed my vote. I find how bias this media outlet is absolutely obnoxious. They apparently don't realize what their readers want to hear, especially since the vote was two-to-one in favor of allowing hunting. They seem to believe it would have been the other way around simply because that is how the public voted to elect a representative, but apparently they don't agree with that democratically elected representative on this issue, huh?

Has Australia become so totalitarian that one can't even decide what they can do on their OWN property?

Is radical legislation such as this offered for other issues concerning private property rights?

Do Australia residents still retain any sort of private property rights?

This is absurd that people can't even determine what they want to do on their own property without the government becoming invovled.

G-Day 'skidmark'

He's working on it but He's finding out the hard way that some of us wont be shoved around by him or his fanatical greens party supporters, (water-rnelons), green on the outside but red on the inside. He shoved his ammunitions amendment bill through the house only to have it stall because of the uproar by LAFO's in NSW.

What kind of statement is that? If police come to the conclusion the old man used too much force, ie., stabbing the home invader who may not have been armed, he could well be charged with malicious injury! Dont laugh, it has happened here before! Our country is slowly going to the dogs.

POLICE are trying to find a home invader who was badly hurt when he tried to force his way past an 83-year-old black belt home owner last night.

The home invader, a muscular man in his thirties who may be linked to other burglaries, broke into the high-set home in Gilruth Rd, Kenmore at about 8.30pm.

Inside were Edwin Dowdy, 83, and his wife Jutta, 76, who have in the property in the quiet Kenmore street since 1966.

When the couple - who both have black belts in martial arts - realised there was an intruder in the house Mr Dowdy grabbed a knife from the lounge room he had kept for security and went to confront the burglar and warn him he was armed.

He said he confronted the intruder and told him he had a knife, but the man tried to push past him and ran onto the blade.

The injured burglar - who was bleeding heavily from a knife wound to his stomach - took two of Mrs Dowdy's handbags and ran onto the balcony and jumped to the ground.

A large amount of blood was visible there this morning.

He then fled down with the Dowdys in pursuit and tried to steal a car from a few doors down.

The vehicle, which belonged to a P-Plater, had blood on it this morning and there was a lengthy blood trail on the street.

When the thief was unable to break into the car he fled on foot and police today issued a plea for public help to locate him, advising that the amount of blood at the scene "indicates that the man needs urgent medical attention".

They say he is likely to have a "noticeable injury to his lower front or side torso".

Police have warned homeowners that while they have a right to defend themselves from intruders only "reasonable" force should be used.

Blood was found inside the house and a trail of blood was found in streets around the home.

"The owner of the home has been interviewed....the reality is we don't know what injuries have been caused, we don't know who the injuries have been caused to. We have insufficient evidence in relation to what sort of actions have taken place in the house," Det Insp Hitch said.

"We're appealing for anyone who may have information in relation to who the intruder is (to come forward)," he said.

Det Insp Hitch said police were investigating if last nights break and enter was linked to other recent burglaries in Kenmore.

Police are door knocking homes in Kenmore today.
