According to MCRGO the compromise is there will still be registration and permits to purchase but you do not need to obtain a permit to purchase if you are buying from an FFL. So basically no change other than non-CPL holders purchasing from FFLs.

For all of you beating the no compromise drum... it is known as incremental improvement. Removing the need for FFL purchase is one step further down the road to removing it altogether.

you must have missed the thread where someone took it upon themselves to reclassify all of us who are willing to compromise to move forward. we are not "real" gun rights supporters, we're no better than the brady group or bloomberg, what we really want is total firearm prohibition.

In 10 years, maybe.

Now that the legislature has passed some useless little gun bull, they will feel that the issue has been addressed. It will be a lot harder now to even get them to consider passing something of any real substance.

If we keep up the phone calls, emails, and possibly even demonstrations I think we can make it perfectly clear that we are not satisfied. The big issues is snyder will not sign anything good, that has been proven. We would have to over-ride a veto got get anything good, and since the democrats made gains in november that isn't going to happen. Especially since republicans pissed them all off yesterday.

I read the language of the bill. Along with no longer needing to go to the PD to get a pistol from an FFL you will also no longer have to take a test or receive a brochure about the safe handling of pistol and what not. The permit also adds the word "use" to go along with purchase, possess, carry, and transport. Another thing is the permit will be good for 30 days instead of the current 10. That's really I saw in it.

Your local cop shop is still the licensing/registration authority for pistols. SoS is not part of SB59, either.

Incremental improvement is not the same as "two steps forward, two steps back". This and SB 59 look like nothing more than an attempt just to gain some individuals some political capital.

From the NRA

Today, the Michigan Senate approved House Bill 5225 by a 27 to 11 vote. If enacted, this NRA-priority legislation would repeal the long-standing and outdated license-to-purchase system for handgun purchases through a Federally Licensed Firearms Dealer (FFL).
HB 5225, despite passing in the state House by an overwhelming 74 to 36 vote, required some last minute changes to guarantee passage and the Governor’s signature this legislative session. The amended and passed version of HB 5225 is a big first step, in what will be many steps, to repeal Michigan’s antiquated and ineffective gun control measures.
The amended version of HB 5225 has many incremental improvements for which gun owners across the state will benefit, including:

  • Streamlining private sales to allow people to apply for a purchase license at any law enforcement agency rather than those in the city or county of their residence
  • Repealing the prerequisite handgun safety test currently required to obtain a purchase license
  • Extending the time that a purchase license for private transfers is valid from ten days to thirty days
  • Repealing the requirement that local law enforcement agencies maintain paper copies of purchase licenses
While the amended version of HB 5225 does not accomplish all of the policy changes originally sought in this legislation as introduced, the NRA remains firmly committed to pursuing these goals early in the next legislative session and finally eliminating the obsolete and wasteful handgun license-to purchase/registration process. We support the positive changes made by HB 5225 as progress for Michigan gun owners and sportsmen in the short-term, and the NRA will strongly advocate for passage and enactment of the remainder of this legislation in 2013.
Thank you to all NRA members who contacted their state legislators in support of this much-needed reform. A concurrence vote in the House is expected tomorrow. Your NRA-ILA will keep you informed as the situation develops.
