I see your point, but aren't Connecticut Senators currently elected for an unlimited number of two-year terms? The proposed change would limit it to 2 four-year terms which might be seen as a stabilizing influence over the "hot headed"* Representatives of the populace.
Not meaning to say that Connecticut Representatives are hot-headed, or even Representatives in general but I'm half remembering a quote by someone a long time ago about why Senators should have naturally longer terms of elections than Representatives. I believe it was to the effect that the maturity of the Senators being elected to longer terms (and without term limits) would be a tempering influence over the Representatives (which theoretically would be elected for only a short term based upon their championing a particular cause and then returning to their previous position in the community.)
