    Plain view?

    (9) While in any motor vehicle, inside the limits or confines of any city, a person shall not carry a concealed weapon on or about his person without a license to carry a concealed weapon. This shall not apply to any firearm located in plain view whether it is loaded or unloaded. A firearm may be concealed legally in a motor vehicle so long as the weapon is disassembled or unloaded.

What constitutes plain view in the state of Idaho? Right side hip, not visible from drivers side window but visible from passenger side?

At a guess... I would say in view enough to clearly establish that the object is indeed a firearm. That would rule out being left in "plain sight" while still in a wallet holster or in any other way that would be an attempt to conceal it. The handle of a pistol is likely enough to establish that it's part of the rest of a pistol, but a barrel protruding from beneath a folded newspaper might be thought to be something other than a firearm part.
