    AN ACT CONCERNING THE DETERMINATION OF THE MENTAL
    HEALTH STATUS OF AN INDIVIDUAL APPLYING FOR A PISTOL OR
    REVOLVER CERTIFICATE OR PERMIT.
    Be it enacted by the Senate and House of Representatives in General
    Assembly convened:
    1 That section 29-38b of the general statutes be amended to provide
    2 that, in considering any application for a new or renewed pistol or
    3 revolver certificate or permit, the Commissioner of Emergency Services
    4 and Public Protection shall make an inquiry with the Department of
    5 Mental Health and Addiction Services to determine whether the
    6 applicant has been confined in a hospital for persons with psychiatric
    7 disabilities by order of a probate court within the previous three years,
    8 rather than within the previous twelve months.
    Statement of Purpose:
    To strengthen the state's firearm permitting process by requiring a
    more comprehensive mental health background check for individuals
    seeking a pistol or revolver certificate or permit.

    before stating my opinion on this, I would like to know what their definition of "psychiatric disability" is
