AN ACT CONCERNING REQUIREMENTS FOR THE PURCHASE AND
STORAGE OF FIREARMS AND AMMUNITION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 That the general statutes be amended to (1) require a person to have
2 a long gun eligibility certificate in order to purchase a rifle, shotgun or
3 other long gun, with the requirements for such certificate being similar
4 to that for an eligibility certificate for a pistol or revolver, (2) require
5 that, during the twelve months prior to the renewal of an eligibility
6 certificate or a permit to carry a pistol or revolver, the certificate or
7 permit holder go to a shooting or target range having certified
8 instructors and repeat shooting requirements that were required
9 during initial firearms certification training and acknowledge that he
10 or she has reviewed applicable state and federal firearm laws, and that
11 such certificate or permit holder document such compliance as part of
12 the renewal application process, (3) require applicants for an eligibility
13 certificate or permit to carry a pistol or revolver to acknowledge that
14 by applying for such certificate or permit they may be denied due to
15 being identified as at risk in a firearms database, (4) increase the fee for
16 renewal of eligibility certificates and permits to carry a pistol or
17 revolver to seventy-five dollars and credit five dollars of such fee to a

18 program to promote the safe storage of firearms established by the
19 Commissioner of Emergency Services and Public Protection, (5)
20 require purchasers of ammunition to hold and present a valid
21 eligibility certificate or permit to carry a pistol or revolver as a
22 condition of purchase, (6) require persons owning firearms to store
23 unloaded firearms with a trigger locking device installed, with
24 ammunition being stored separately, or store loaded firearms in a gun
25 safe that, at a minimum, is made with ten gauge steel and has an
26 Underwriters Laboratories "Residential Security Container" rating,
27 provided nothing herein shall prevent the owner of such firearm
28 keeping such firearm on his or her person, (7) require any firearm in a
29 home with a family member identified as at risk in a firearms database
30 that is not in use be stored in a gun safe that, at a minimum, is made
31 with ten gauge steel and has an Underwriters Laboratories
32 "Residential Security Container" rating, provided nothing herein shall
33 prevent the owner of such firearm keeping such firearm on his or her
34 person, and (8) provide that any person who uses a firearm in the
35 commission of a crime or illegally possesses a firearm shall, in addition
36 to any other applicable penalty, be ineligible for any early release
37 program or parole.
Statement of Purpose:
To establish requirements for the purchase of long guns and
ammunition, the issuance and renewal of firearm certificates and
permits and the safe storage of firearms, and make certain gun
offenders ineligible for early release or parole.
