Does anyone know which county in Pennsylvania is open to approving a non-resident carry permit to a Utah permit holder living in Maryland, without having a home state permit? PA states you must first have a home state permit, and that is almost impossible in Maryland.

Wait a minute. You're saying PA statutes require a home-state permit; and then you ask which PA county is willing to violate state law?
Note that Pennsylvania state law regarding firearms requires that a permit be denied to an applicant who lacks a CCW permit from his or her home state unless the applicant's home state doesn't have a CCW permit system.
