psychological warfare against us mundanes?

There was a shooting recently in Nazi York. The link show some 2nd responders/crime historians walking around looking like they're about to invade Canada. I'd think it takes a little while to get all dressed up like this. By this time the shooting was over and they were looking for the guy. I think the theatrics and attire are for the benefit of the cameras and regular citizens. I think this is done to inure us to militarized police.

They look like foreign invaders ... I would shoot on sight ..

Very effective camouflage... I almost couldn't find them in the picture.
