Fred Risser - need I say more? Actually I should. The sound you hear is the chipping away at Act 35.

By the way, the link does not go where stated. Please correct.

AB 138 https://docs.legis.wisconsin.gov/2013/related/proposals/ab138

Looks like long guns will get the handgun treatment as well.

AB 9 https://docs.legis.wisconsin.gov/2013/proposals/ab9

Very bad idea. LEO's acting in an official capacity are not barred from any of the listed areas. Current (non-official capacity) and former LEO's should have no more authority to impinge on private property than anyone else. Something wrong here.

I didn't yet dig through to see where in the process each of these bills is.
That's my next step.
It's quite possible that some have died in committee, or even before.

I opened the link in post #1 and #3 & they both go to the text of the bill.

Irrelevant. That law is ignored and unenforced... I've never heard of any retailer getting nailed for it.
So why not remove the old, bad, ignored, irrelevant law to be sure that there's no confusion.
Clean things up.
At least they're not creating more restrictions... if they want to use their time on this, I'm OK with it.
You know as well as I that if the law exists, there's some LEO somewhere, looking for something to stick on someone who's really done nothing wrong, who will haul it out & write up the charge.

I was at GM the other night with a potential student & she'd picked up a couple cans of spray, apparently from some rack because I didn't see them under glass anywhere. The clerk she was working with said he's an officer (active) and he didn't seem to be upset that the store was breaking the law.

where they are in the legislative process

Here's the overall info on the bills.
Notice the people who support each one - the anti-rights folks are predictable.

S102 https://docs.legis.wisconsin.gov/2013/proposals/sb102
prohibition against carrying firearms in the capitol
Last action was 22MAR: "Read first time and referred to Committee on Transportation, Public Safety, and Veterans and Military Affairs"
Introduced by Senators Risser, Lehman and T. Cullen
Cosponsored by Representatives Sargent, Pasch, Barnes, Ohnstad, Hebl, Berceau, Sinicki and Pope

A138 https://docs.legis.wisconsin.gov/2013/proposals/ab138
sales and transfers of firearms
Last action
was 23APR, when the fiscal estimate was received
Introduced by Representatives Richards, Berceau, Barnes, Goyke, Johnson, Bernard Schaber, Billings, Clark, Genrich, Hebl, Hesselbein, Hulsey, Kahl, Kessler, Kolste, Ohnstad, Pasch, Pope, Riemer, Ringhand, Sargent, Sinicki, C. Taylor, Wright, Young, Zamarripa and Zepnick
Cosponsored by Senators Harris, Lehman, Risser, Carpenter, Hansen, Miller, Shilling and L. Taylor
Something I didn't notice before - one of the punishments if convicted is that the person could be prohibited from possessing a firearm for up to 2 years.
All of the fiscal estimates are 'indeterminate', but they only look at the cost to the government. We have to make our reps aware of the cost to citizens, and of course the fact that criminals won't do their transfers through an FFL.

A9 https://docs.legis.wisconsin.gov/2013/proposals/ab9
law enforcement officers who are on duty, off-duty law enforcement officers, and former law enforcement officers and going armed with firearms
Last action 13FEB Read first time and referred to Committee on Judiciary
Introduced by Representatives Kleefisch, Danou, Jacque, Mursau, Stroebel, Bernier, Born, Swearingen, A. Ott, Brooks, Tranel, Nerison, Bies, Weatherston, Kaufert, Thiesfeldt, Jagler, Schraa, T. Larson, Knodl and Czaja
Cosponsored by Senators Gudex, L. Taylor and Kedzie
[given the lack of action on this, I'm tempted to say it's dead]

A119 https://docs.legis.wisconsin.gov/2013/proposals/ab119
S109 https://docs.legis.wisconsin.gov/2013/proposals/sb109
regulation of oleoresin of capsicum in containers sold in this state
Last action 02MAY public hearing (Committee on Criminal Justice)
Sponsored by Representatives Thiesfeldt, Jacque, Kolste, T. Larson, Petryk, Bies, LeMahieu, Brooks, Bernier, Ohnstad, Schraa, Ballweg and Spiros
Cosponsored by Senators Lasee and Gudex

And here's one that's not directly firearms related...
Allows a court to order the seizure of vehicles used to commit OWI.
I think that it should be mandatory, just like any other property involved in a crime. They sure like to seize our guns, even if the only crime committed is their civil rights violation. [Who, me? Bitter?]
A72 https://docs.legis.wisconsin.gov/2013/proposals/ab72
seizure and forfeiture of motor vehicles used in certain operating-while-intoxicated offenses and providing a penalty
Introduced 14MAR, referred to Committe on Judiciary
Introduced by Representatives J. Ott, Stone, Bies, T. Larson, Ballweg, Thiesfeldt and Tranel
Cosponsored by Senators Darling, Leibham and Carpenter

Make Links As General As Possible

I opened the link in post #1 and #3 & they both go to the text of the bill.

Perhaps it works for you but I go to some Facebook page, which is what the URL states. Contrary to popular belief, not everybody does Facebook.

I've opened the links from all the posts which have them, & they all go to the text of bills.
I don't know why the first one bounced off FB.
The link is exactly the same as I originally posted, and exactly the same as I've re-posted, copied over the original, but the reposted links don't bounce off FB.

https://docs.legis.wisconsin.gov/2013/related/proposals/sb102

And yes, I know not everyone does FB. But it didn't stop at FB, even when I wasn't logged in.
There are even people who won't make a yahoo or gmail email account with fake info in order to post here, though they follow the posts. Sort of the opposite of the stalkers / trolls.

SB69 https://docs.legis.wisconsin.gov/2013/proposals/sb69

"Straw purchase" felony with DOJ prosecution...

Makes a person who fills out a transfer notification form, with false information regarding whether the person is purchasing a firearm with the purpose or intent of transferring the firearm to another whom the person knows or reasonably should know is presently prohibited from possessing a firearm, is guilty of a Class H felony, and authorizes the DOJ to prosecute such a violation.

March 7, 2013 - Introduced by Senators Carpenter, Schultz, Lehman, Hansen, Erpenbach and Risser, cosponsored by Representatives Brooks, Pasch, Jacque, Richards, Sinicki, Zepnick, Sargent, Berceau, Goyke, Hebl, Ohnstad, Johnson, Barnes, C. Taylor and Young.

March 7, 2013 - Referred to Committee on Transportation, Public Safety, and Veterans and Military Affairs.

---------------------

AB118 https://docs.legis.wisconsin.gov/2013/proposals/ab118

Reorganizing exceptions to the prohibition against firearms in school zones.

April 3, 2013 - Introduced by Representatives Pridemore, Thiesfeldt, T. Larson, Brooks and Knodl.

April 3, 201 - It was referred to the House Judiciary Committee

This bill basically replaces references to exceptions in Federal law, with explicitly describing the statutes within the Wisconsin Statutes. It does this for 5 exceptions here:

948.605 (2) (b) 1m. A person who possesses the firearm in accordance with 18USC 922 (q) (2) (B) (i), (iv), (v), (vi), or (vii).

There is a little variance in this replacing of references to Federal law, by inline text within Wisconsin statutes.

Here is an exception in the Federal statute http://www.gpo.gov/fdsys/pkg/USCODE-2010-title18/pdf/USCODE-2010-title18-partI-chap44-sec922.pdf:

18USC 922 (q) (2) (B) (v) by an individual in accordance with a contract entered into between a school in the school zone and the individual or an employer of the individual;

And here it is after one of the changes proposed in this bill:

948.605 (2) (b) 1o. A person who possesses the firearm in accordance with a contract entered into between the governing body of a school in the school zone and the person or an employer of the person.

Did you all see this name? That's the Lt. Governor's husband. Next time I see her and/or him at a function I'm going to nail them on it, as we all should!
