I know nothing about this except what's at the link, thought I would pass it along so anyone who might be interested could look into it.

From the link:

Well, an OC rally has been scheduled for June 22 in Erie. However, there are currently some issues.

Gregory Karle, the City Solicitor, has made it clear that they will be enforcing their preemption violation. With the threat of a fine up to $1,000 and up to 90 days in jail.

Now, Justin, who is organizing the rally, is working with an attorney. And regardless, I am going. If everyone could show some support, the link the to facebook posting is here: https://www.facebook.com/OpenCarryPennsylvania

The PAFOA.org site is of questionable value and I say this as experience has repeatedly shown me that there appears to be a real screwy character behind it.

As for Erie and it's believed to be anti-OC policy, as I understand it, the "Pre-Emption" status they're claiming by way of Mr. Karle only applies to Philadelphia County. If I'm right here, have no qualms about initiating your own pre-emptive strike (no pun intended) and file an action against Erie, it's mayor and mr. Karle, in the case of the last two, file the action against the two of them in their individual recognasence. What I'm suggesting is, by way of the courts, attempt to financially break these people, their superiors, aides, assistants, and others currently in government who back such anti-OC policies.

With the above in mind, understand as well, at the federal level, along with Massachusetts, from the views of law and law enforcement, Pennsylvania is the laughing stock of the nation.

You do not need the services of an attorney to take these people on. You've got a computer - you clearly have some idea of how to use it - now just do it. It's easier than you think and not very expense - but it does take time. When practicing law as a pro se it may take you a while to learn to get all your ducks in line but once you learn how to do it, it's priceless entertainment when you see the results of your new found skills. You're quite capable of scaring the hell out of people like Mr. Karlie, only right now you don't know it and the beauty about it is, neither does he but it's up to you.

Regarding "Facebook" you would be well advised to stay away from it and other "social media" of that type and kind. The "tracking" that is going on, in part looking for people like you is almost unbelievable.

Just my opinion for what it's worth.

The whole situation has me extremely disappointed, not only is the solicitor clueless but everyone is blowing the whole erie thing out of proportion. The Erie City council members are requiring more information while they have people from both sides being abrasive and the solicitor isn't doing his job.

I'm going to the Erie city council meeting, open carrying, to make sure all people attending the council hear what I've to say. Usually I don't even bother attending, but the mayor and solicitor haven't returned any of my phone calls. Some of the other members of the council have returned my phone call and I've given them a heads up I'll be attending on the 5th.

For those in the area or want to make a drive, the council meeting is at 0900 hours at the city building. I've spoken with the officer in charge and they were very informed of state laws and were able assist me in verifying there were no prohibitions via state law on carrying inside of the city building at this time.

Given the arrogance of some of the Erie officials it will be interesting to see this all go down.
It might almost be fun. Good luck. Please let us know what happens.

doesn't the open carry ban violate pennsylvania preemption?
Yes IMO the ban violates PA state premption.

See some of the tactics used w/o RAS that the vehicle owner was even carrying:

PA activists tend to concentrate on the PAFOA site - very active group.

Post #2 posits that pre-emption only applies to Philadelphia County. ???

Pre-emption, PA 18 S. 6120, is statewide...

18 Pa.C.S. § 6120. Limitation on the regulation of firearms and ammunition.

(a) General rule.--No county, municipality or township may in any manner regulate the lawful
ownership, possession, transfer or transportation of firearms, ammunition or ammunition
components when carried or transported for purposes not prohibited by the laws of this
Commonwealth.
