TO ALL PISTOL PERMIT APPLICANTSAND LOCAL ISSUING AUTHORITIES,
The FBI biometric fingerprint backgound unit in West Virgina has confirmed today that results are transmitted back to the Connecticut Department of Emergency Services and Public Protection within 24 hour after they are received.
Cathy in West Virgina was very helpful in explaining the process and any situations that would cause a delay in the automated process.
There also seems to be a documented substantial delay in the period between when the state receives the results of the National Criminal History records check and the date they send and provide it to the local issuing authority.
It also appears, (yet to be confirmed), that the state stamps a date on a document supplied to local issuing authorities which may mislead local issuing authorities into believing the National Criminal History Records Check was completed on or just before the stamped date without any notice that the results could be six weeks or more old.
Alot could happen in the six weeks and presents a very serious situation regarding the timely accurate background of an applicant. I'm sure that local issuing authorities must believe that the information received is recently generated when they receive the results.
The DESPP/SPBI unit in Middletown should NOT be allowed to delay transmission/delivery of the National Criminal History Results to local issuing authorities.
