"The fee increase was attached to a Senate bill, S.308, that would have allowed people to carry guns into bars and restaurants – as long as the person does not drink alcohol. Bar and restaurant owners also could have put up signs banning weapons.

But that bill failed to pass the Senate by Thursday’s 5 p.m. deadline after state Sen. John Scott, D-Richland, put up so many amendments that senators did not have time to take a vote.

“Some would say they feel more safe carrying a gun in a restaurant or a bar, but I would say to you that guns and alcohol don’t mix,” Scott said.

Versions of the bill already have passed the House and the Senate."
