I assume you mean state/fed library and not municipal? My understanding is local library is OK.

If we're talking Ohio here, most public libraries are quasi-government entities (with government employees there most of the time) and hence off limits to concealed carry for sure. Open carry? The answer to that, in the words of my Magic 8-Ball is "cloudy". Best I know that button hasn't been pushed by anybody across the state yet.
