The United States is 3rd in Murders throughout the World. But if you EXTRACT Chicago, Detroit, Washington DC, and New Orleans, from the data the United States is 4th from the bottom country in the World in Murders

Not even close. Do you have a cite for your figures?

According to this report, there are 78 countries with a lower homicide rate than the USA.
http://www.photius.com/rankings/murder_rate_of_countries_2000-2004.html

A United Nations 2010 chart lists the U.S. as having a murder rate of 5.22 per 100,000 people. The world average homicide rate: 9.63 per 100,000.

And 89 countries have higher murder rates than the U.S.

Two of the cities mentioned are comparatively speaking lower than many others:
Washington D.C. (19) has a rate of gun homicide; Gun homicide in Chicago is (11.6)per 100,000.

If it were a country, New Orleans (with a rate 62.1 gun murders per 100,000 people) would rank second in the world.

Detroit’s gun-homicide rate (35.9)

Baltimore’s rate (29.7)

Gun murder in Newark (25.4) and Miami (23.7)

Cleveland (17.4)

Atlanta’s rate (17.2) i

Gun murder in Buffalo is (16.5)

Houston’s rate is (12.9)

The U.S. may have the highest level of gun ownership in the world, but its rate of gun homicides is only about three per 100,000.

That's a meme that makes the rounds every few months. It usually includes the claim that the four cities have the toughest gun control laws in the country.

That's obviously not true for New Orleans, which has exactly the same gun control laws as the rest of Louisiana -- even if some city officials resent it, and wish for tougher laws.
