Jennifer Rosoff went out onto the balcony around 12:50 a.m. to talk and smoke a cigarette with her date when the balcony’s railing broke, according to police.

If the railing on a balcony can't support the weight of a 130 lbs woman then there is a serious defect with that balcony.

Im guessing the boyfriend might have helped the railing break. Or maybe he threw her over and then broke the railing.

It would seem that she apparently climbed up on or stood on the railing which did not bear her weight and collapsed - that coupled with her elevated height pitched her forward beyond the deck platform.
