Hold on. I'm confused.

"Michigan Department of Corrections records show the man in custody is on parole for a weapons charge from 2012 and has prior drug offenses."

But, how did the man have a gun? He's a prohibited person for a number of different reasons, and was carrying concealed without a license. How can he do that? That's illegal.
