DESPP flip-flopping on registration of pre-ban (pre-1994) guns?

First DESPP said they need not be registered; now I hear that they have flip-flopped.

This hardly gives time to people who bought pre-bans after 4-4-13 to figure out if they should provide a reg. application (and thereby admitting that they bought an illegal gun) or if they cannot be required to register under the US v.Hayes (1968) decision thought process.

Kudos to DESPP for this flop-flop during the week of Christmas ... what a---holes.

Bradford previously said that buying and selling pre-bans was OK...now DESPP is saying no.
