OOS Resident Carrying in NV?

Hi. I'm a Missouri resident with a MO permit and will be going on a trip to NV, AZ, and UT in a couple months. (Most likely flying into/out of Vegas and driving to the other states.) I was doing some research on CCW permit reciprocity and am getting different answers. Handgunlaw.us shows that NV DOES NOT honor a Missouri permit as well as the NRA-ILA, while USAcarry.com states that NV DOES honor a MO permit. I personally have always used the NRA and Handgunlaw.us, so I'm guessing USACarry.com is just simply wrong. Any insight/info regarding this?

Related, what is the process for legally transporting a firearm in NV? Even if I can't carry, I still want to bring it so I can start carrying when I cross state lines.

The Department of Public Safety gets to decide what states' permits are acceptable. At this time, Missouri is not on the list:

Briefly, State Law is preempted to trump all local and county laws regarding carry and possession. OC is legal (as no law prohibits or mentionsthe activity). Concealed carry is a felony without a valid permit, but concealed carry is defined as "a loaded or unloaded handgun which is carried upon a person in such a manner as not to be discernible by ordinary observation (NRS 202.3653)." So, in simple speak, if we can see your gun, it isn't concealed on your person, ergo OC. Generally, a loaded handgun in the car, under your seat, on your hip, in your glove box, etc, is all perfectly legal. Hope you enjoy your trip!

702-828-3271 Is the number for the LVMPD conceal carry permit division. They should be able to answer any question you got about carrying in Vegas or get you in contact to the right person. If nothing else, they should be able to give you the relevant state statutes.

And they would be the last people to call. As they give false info in person. The OP was given the relevant info from our NRS and permit site.

When in doubt I trust nothing other than an official government website of the state that I'll be in. Print the page out and make sure your headers and footers show the URL of the site and the date and time you printed it. Keep that with you. This potentially saved my bacon this year when Nevada stopped recognizing Florida's permit 3 days before I flew out there. Had I not verified the day before leaving I'd have been felony-boy the whole time I was there. I finally broke down and just got an NV carry permit so no more problems.

Be advised that according to an LV Metro cop I talked to, the LV Metro guys will hassle you if you OC on "the strip". No firsthand experience but that's what I was told.

Please do not repeat anything the costumed folks at metro tell anyone. There are threads and posts on this forum of us all OC on the strip and downtown. WITH ZERO HASSLES.

It would be great to have this metro cop, I mean costumed clown, P number and name so we could file a report for threatening a lawful activity.

They list themselves as a professional, social, nonprofit Association. They say they are to promote charitable and educational interests. Not sure where having the ability to decide which of the hundreds of thousands of national CCW holders is legal in Nv plays into a nonprofit association mission of charitable and educational interests. The impression of many is this group is made up of persons not friendly to an armed public. Some of their recent flip flopping of which states CCWs is recognize had got the attention of some and one of the reasons the NRA and others have trouble keeping up with Nevada’s reciprocity list. Appears to be little or no accountability to their power of deciding which states CCWs are allowed in NV. Loosing a recent lawsuit may help change that issue.

Back to subject you are out of luck as our nonprofit charitable and educational Sheriffs and Chiefs association says no to your state.

However being legal to own a firearm you are legal to carry open. Legal in the casinos however most have their own guns rules. Just leave if asked. I have a NV CCW prefer to open carry and do.

No problems with open carry on the strip reported in several years. Some of us open carried on the Fremont Experience a few weeks ago and many times prior no problems. I was open carrying at last years New Years celebration on the strip just feet from Metro not one issue.

To add to what has been already said, you can have a gun in the vehicle loaded chambered with a box of ammo and full mags on the seat. The firearm can be under the seat, in glove box, center storage, under the hood however not very handy, anywhere is legal.

Just for info long guns in a vehicle cannot have one in the chamber.

The NVSCA then gets to agree with it. So they do technically control it, but the DPS plays the major role in preparing it (at least, according to the law):


NRS 202.3689  Department to prepare list of states that meet certain requirements concerning permits; Department to provide copy of list to law enforcement agencies in this State; Department to make list available to public.
1.  On or before July 1 of each year, the Department shall:
(a) Examine the requirements for the issuance of a permit to carry a concealed firearm in each state and determine whether the requirements of each state are substantially similar to or more stringent than the requirements set forth in NRS 202.3653 to 202.369, inclusive.
(b) Determine whether each state has an electronic database which identifies each individual who possesses a valid permit to carry a concealed firearm issued by that state and which a law enforcement officer in this State may access at all times through a national law enforcement telecommunications system.
(c) Prepare a list of states that meet the requirements of paragraphs (a) and (b). A state must not be included in the list unless the Nevada Sheriffs’ and Chiefs’ Association agrees with the Department that the state should be included in the list.
(d) Provide a copy of the list prepared pursuant to paragraph (c) to each law enforcement agency in this State.
2.  The Department shall, upon request, make the list prepared pursuant to subsection 1 available to the public.

One of the many benefits of the internet is when a post contains information one does not care to read or an opinion most may not care to agree with they have many options. There have been dozens of postings of information on the untouchable power the NVSC a nonprofit charitable and educational association has on Nevada’s CCWs laws. Checkout this thread posted started on 01-24-2012 went to the Nevada Sheriffs and Chiefs CCW forum. Regardless of DPS responsibility history would indicate their major role has been to do whatever the nonprofit association says and that is what we end up with. Your statement of at least, according to the law leads to the main problem. According to the preemptive law we should be able to open carry in the state and county parks, NLV should not use their city gun laws for intimidation.

My apologies taking this off subject due to one of my pet peeves.
