Need help IDing the author of this great quota..

The quote is about "personal safety" towards one persons public safety...
    I Love this quote.

" A man who has nothing which he is willing to fight for, nothing which he cares more about than he does about his personal safety,is a miserable creature who has no chance of being free unless made and kept so by the exertions of better men then himself.

Now I ask who is the author of this great quote? Is it John Locke, or John Stuart Mill...? They both are great however I cant pinpoint this great quote.

    Thank you and best regards.

" I detest hypocrites and their Hypocrisy" I support Liberty for each, for all, and forever".

Clearly cherry picked out of context unread to not know the difference between two very different authors. Most all of Mill is free at Project Gutenberg http://www.gutenberg.org/browse/authors/m
