The quote is about "personal safety" towards one persons public safety...
I Love this quote.

" A man who has nothing which he is willing to fight for, nothing which he cares more about than he does about his personal safety,is a miserable creature who has no chance of being free unless made and kept so by the exertions of better men then himself.

Now I ask who is the author of this great quote? Is it John Locke, or John Stuart Mill...? They both are great however I cant pinpoint this great quote.
