These types of attacks have been occurring in China for a long time. Its only recently that the world has been hearing about them.

China has been having a hard time keeping things under wraps due to internet.

There was a communist general who kick-started his career by chopping folks up with a meat chopper (pair of them) prior to them turning communist.

Appears as if China has a long history of this ... "hey, I got nothing to lose mentality"
