Was looking around recently and I see a lot more information from IL now.
The list of states whose residents can get non-res permits has expanded, and we can now see what they consider "substatially similar". The list of approved states is now HI, NM, SC, and VA (must be a resident of one of those states, not simply have a license/permit).
The requirement blocking us (Wisconsin) from getting their permission slip is that we don't have a 5-year prohibition on possession for those who voluntarily admit themselves to a mental health facility.
