Will Missouri legislature override Governor Nixon's veto of SB 656?

I would concur KC!

I do not see why Dempsey and Jones would not bring it up based upon the 60/40 ratio for the special session....I know on this board and some converation last night; many think SB656 is not needed. My suggestion is the amendment will be tested; the question is who will and how much $$ will they need.

I believe they should override SB656; it's better to have it and not need it; than to need it and not have it.

SNIP

"The Missouri legislation [SB 656] also lowered the minimum age required to get a concealed weapons permit to 19 from 21 and allows permit holders to carry guns openly, even in cities that ban open carry. In addition, health care professionals could not be required to ask whether a patient has access to guns, and public housing authorities could not ban tenants from possessing firearms.

The bill passed the Missouri House in May by a 111-28 vote, two more than would be required for a veto override. The Senate's 21-7 vote fell two votes shy of that threshold, but three Republicans were absent."

My comment - I think we have the votes to override!

I think we have the answer!

So... has the Governor's veto been overridden yet? I've read that the Senate voted to override, but how does the House look, and when will they vote?

The veto has been overriden, and the new statutes will be effective 30 days from today.

Thank Goodness that The Missouri Legislature had The Sense to Override The Governors' Veto of Senate Bill 656.

Now, Open Carry for Trained and Responsible Permit Holders, even as Young as 19, will be Allowed State-wide, even in Kansas City and Louisville!

Congratulations to Missourians!

How about the interaction between this bill (which I understand takes effect 30 days from now) and Amendment 5? Is open carry a right, or can it only be done by those with a concealed carry license?

Will Amendment 5 bring constitutional carry to Missour?

I think that question will take place in the courts.

Of course, the legislature could simply implement it, and override the veto, as they did in this case.

No, no, no. The only thing that is different is that people with CCW permits can open carry in municipalities that have prohibited it after October 11th.

Some people say that all firearm laws are nullified. None of them have the standing to make that declaration. We do not know what the fallout of Amendment 5 is. But unless you want to be a test case, assume nothing has changed.

WHOOP!!

So any and all local restrictions on the bearing of arms will be nullified? Is there a news link to this? I'd like to post it around a bit.

Sorry I mis-spoke. I have like 6 Chrome tabs open and in a rush. In other words this is the new preemption statute. Now what about public buildings like courts, city hall, police stations and schools etc. By all rights being public they don't have the right to ban firearms but I know at least my state has preemption yet allows that restriction. No one jump on me, i'm out of state and have barely had the time to follow things.

That was me and I was wrong. Basically, if the bill had an effective date, it would take effect at the later of the effective date or the veto override date. This year's bill did not have an effective date, so by statute it takes effect 30 days after the override. Last year's bill did have an effective date, and I was confused.

Good morning all and congratulations from the Socialist Republic of IL. I would appreciate if some one can give me the bill/law #. And as I understand it on Oct 11 open carry is legal in MO with your cc permit in all places it is currently legal to cc. I currently have a cc permit from PA. Still waiting on my Il permit.
Thanks 1911papa
