“NYPD Emergency Service Unit officers, along with counter terrorism and crime scene investigators, were at the scene conducting the investigation after receiving reports of the white flags, police said.”
Since they consider it a "terrorist" incident (they did call upon their terrorist unit) it shows that these goofs only can spot terrorism after the fact .. hardly useful at that point in time.
