A correct ruling regarding frisking carriers who OC but better wording needed

There must also be reasonable suspicion that a crime might occur. Otherwise, law abiding armed citizens are always subject to a frisk without reasonable suspicion

Second sentence needed?

Let us just clarify.... "reasonable suspicion that a crime might occur" --- Any timeframe limits here or just ANYTIME since the Jurassic period or until the earth is utterly destroyed by a giant meteor?
