This would seem to feature AXON-Flex, but the article doesn't say.

Chairwoman Patricia S. O’Bannon flubbed things up with incompetence at the Board meeting, causing a shutdown of the presentation.

This could be helpful in various LEO encounters; "he said - he said" could sync up now. Win Win?

Henrico police to roll out body cameras for officers
Henrico County police officers will begin wearing body-mounted cameras this fall.

County police hope to have the first 36 cameras in hand by Oct. 1, Police Chief Douglas A. Middleton told the county’s Board of Supervisors at a Tuesday meeting.

“It’s a huge asset to us in the investigation of cases and in the investigation of the complaints that come in as well,” Middleton told the supervisors.

The department aims to have a camera for each of the 400 or so uniformed officers in the county by Jan. 1, 2016, Middleton said. “Obviously, a lot of things can interfere with that, but that’s what I would like to have happen,” he told the board.

The cameras will cost $800 each.

We’re going to use money that we took from drug dealers to pay for it,” Middleton told the supervisors.

Ah yes, forfeiture & seizure to the rescue, kind of like the Meals Tax!

As for others:
Chesterfield County Police Department does not use dashboard cameras or body cameras, according to representatives for those agencies.

Richmond police also do not have body cameras, but some of the police cruisers have dashboard cameras, according to a representative.

But wait, there's more. Bias Training!
Also Tuesday, Henrico police announced a plan to implement fair and impartial policing training for all 613 sworn officers.

Middleton, the county police chief, told the supervisors that Henrico police first started investigating the training last fall.

“Fair and impartial behavior is one of the hallmarks of policing in a democratic society,” Middleton said.

The police training will be undertaken in conjunction with Richmond’s police force, he said. It aims to teach police how to identify their own biases, including implicit biases.

“Bias is a normal human attribute,” Middleton said. “Even well-intentioned people have biases.”

Middleton said he wants the training even though he believes his department already does a good job of treating the people with whom it interacts fairly. For example, he said, the man who climbed a track fence while shirtless at last weekend’s NASCAR race complimented the police officers’ behavior after his arrest.

He said his standard has been that the people with whom police interact should receive the same experience that police officers would want for themselves or family members were the positions reversed.

Does that include tolerance for Open-Carry?

Here's a camera, turn it on, keep it on, don't putz with it, return it to the station, don't use it to make child porn, don't video people in private (you shouldn't even be there anyway),

Pretty soon a lack of video evidence on the part of the police in the event of a stop might even negate any charges so long as every cop is required to wear a camera. I'm for it! This is progress, but I'd like to see this happen in major cities riddled with rogue cops trampling the Constitution as well. I've never been worried about Henrico cops. Then again I've never broken the law in Henrico.

Wonder too what the process will be to see to it that the batteries are kept charged. They will need "spares" for when units malfunction, are off line for repairs. Begs the question: Will they have a factory trained, certified body cam armorer?"

We have had some problems with Henrico PD - just look the the long drawn out scouser story - which has still not been concluded.

Also the Sav-A-Job pavilion at Innsbrook during the Eric Cantor rallies where HPD acted to prevent anyone legally carrying to set foot on the grounds. No they were not paid security for Sav-A-Job.

Also had 2 or 3 top brass at a VCDL meeting. When they were asked on what grounds they would stop and check a gun carrier, they were a lot of hurrups, coughing and throat clearing, but no good answers.

Henrico PD has a ways to go to gain our confidence as being fair and impartial.

Not to hi-jack the thread, but I had a vindictive ex-gf have Roanoke PD take out a grand larceny warrant against me back in about 2007. I was served with the warrant at 10am on a Sunday morning. She claimed that I stole a digital camera of hers at the time I moved out of our apartment when we broke up (I "peaced out"). I bought the camera, and it was mine. I even had the receipt from the camera and I even used a debit card with my name on it to pay for it and the receipt (which I had in my bedroom, bedside table) even had this information on it. The arresting cop was actually shaking his head and apologized to me, but wouldn't even allow me to show it to him (he wouldn't let me go back into my house). He and I both knew it was ********. He even told me on the ride downtown that I would likely be out within a half hour, for free. I ended up sitting for an hour but got out that day. I was never even put in a cell, they just sat me down in a chair in an office. I later convinced the ex to drop the charges and she did, and that was that. I played it smart and got out of it totally free of charge, lawfully and monetarily, but in restrospect I wish I had just represented myself, plead not guilty, beat it, and then hopefully the Commonwealth would press charges on her and I could maybe even win a lawsuit against her for damages. It would have been too easy, but I decided that it wasn't worth my time. I just wanted to move on.

In scouser's case, I would not move on until I had a considerable settlement nailed down.

The officer's name is buried in the linked thread somewhere if I remember correctly - no question but that scouser and his attorney have it + a number of others.

The Henrico CA will proceed on the word of an officer that did not even witness the alleged incident - which is exactly what happened in this case.

Do not cops investigate anymore? Do not cops hold to account citizens who lodge false reports? Do not cops have any respect for and the equal, unbiased, enforcement of the laws? Do not cops hold to account those who waste precious police resources?

Captain Obvious took care of the rhetorical questions. As for my leniency, it was the end of a miserable year long breakup process in which I was cheated on, humiliated, not to mention I was flat BROKE, so I just wanted it to all be over so that I could move on with my life. I was well past the point of wanting anything to do with any of it, and was happy to get out of it free of charge.

Just one of several. http://www.vievu.com/ Mentioned because I was referred to thenm when they were crowdfunding their personal camera. It works but has some drawbacks. Their other products are for sale, but do check the costs.
