Someone from WI would probably understand it, but if they don't I'll explain it to them as there's a cultural component to it. You'd have to be a cheesehead or be familiar w/with Wisconsin to appreciate it.

Does this mean without a permit I cannot wear my gun on my hip in my OWB holster (open carry) style while in my car like this:
