    Unless the flight is requested, free from coersion, there could be big trouble on the Big Island.

    Not so long ago (in geologic terms) "free" railroad rides were being provided to the homeless. It took a while to change, and many of the homeless "organizations" preferred to work outside the courts to effect that change. (As a matter of fact some of those courthouses still have the marks where bullets struck.) It finally reached the point where those "free" rides were declared unconstitutional.

    It'll only work for the homeless who want to return to the lower 48.

    Under both Constitutional and federal law, a state can not deport a U.S. citizen. Extradite, yes. Deport, no.

    Specifically, in Article IV, Section 2: "The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States."
