The Kansas Legislature is in session. SB45 was just introduced, with 26 sponsors. It is open carry amendment to KSA 75.7c, the Personal and Family Protection Act, the concealed carry law.

BTW, looking at Open Carry Kansas website, the listed Constitutional provision was amended in 2010.

Bill of Rights, Section 4The people have the right to bear arms for their defense and security; but standing armies, in time of peace, are dangerous to liberty, and shall not be tolerated, and the military shall be in strict subordination to the civil power.
New, ratified by 86% in 2010
§ 4. Individual right to bear arms; armies. A person has the right to keep and bear arms for the defense of self, family, home and state, for lawful hunting and recreational use, and for any other lawful purpose; but standing armies, in time of peace, are dangerous to liberty, and shall not be tolerated, and the military shall be in strict subordination to the civil power.''
Derek Schmidt has followed this closely and many changes in Kansas law have been chenged in teh past four to five years.
