Roanoke City Police Department FOIA Results

I recently got the results from a FOIA request I put in with the Roanoke City Police Department. I wanted any and all material that is used in their academy to train officers on firearms and firearm law.

The results are very interesting (at least to me) and shed some light on the training Roanoke police receive.

Once again, if anyone would like to document mistakes they find in the comments that would be greatly appreciated.

My personal favorite part is when they go over NFA items (sawed off shotguns and machine guns), but as far as I can tell do not say they are legal with an ATF stamp. I sure hope there is some extra explanation done on the part of the instructors.

"...Officers should explain to any concerned citizen that the individual in possession of the weapon is legally – after ensuring that the individual can in fact possess the firearm legally - is within their rights under the law and that the individual with the firearm has every right to stay at the park and that he will not be arrested..." (my emphasis)

Hold on one cotton picking minute here. Evidently Terry/RAS doesn't apply in Virginia?

References the elusive "concealed weapon permit."

Correctional Officers ' NOPE. Might want to read that one again. Only for "non custodial" employees, in other words, their Absconders Unit (fugitives) who are fully sworn LEOs. *** FWIW I did complete the VA CO Academy back in the day and this was covered.

No reference to the AD opinion that self defense is a good and sufficient reason to carry a gun in church.

When I was certified as an EMT Instructor in VA, I was taught about "vicarious liability." This means that if the instructor teaches incorrect information, then HE is liable for the practice of such instruction.

This is why it is best to stick to the book or Code section reference, and not freelance your Power Points.
