Yes. There is no rule and no prohibition in Texas law to a resident of Texas obtaining an out of state, non-resident permit/license and carrying in Texas if there is a reciprocal agreement with the state of licensure. Texas does recognize non-resident licenses and permits from reciprocating states (and some by unilateral proclamation where the other state doesn't recognize a Texas license.)
