    sorry if this is already discussed couldn't find the thread

    I just received an alert from GRNC about this bill. they seem to endorse it
    I don't know if I read the last form of it. But I really had a hard time finding anything for it. I am against government privilege, so I didn't like any of the privilege it gave to court employees

    I really hate the sheriff system of control so i didn't like any of that

    I did like where it declared a gun is not a health risk. but they can ask me all they want. none of their business

    all in all, as a pro gun bill. I might give this a 3

    what do you guys think

    the bill that passed through the house is a pile of garbage. Hopefully, the senate will ammend it and make it actually worth something. There was a provision in it when it was first introduced that made the town council members personally liable for ordinances that are unlawful - such as Durhams ban on OC and the local attempts to restrict CC. If that made it back in, it would be worth something. It would also be good to actually get rid of the PPP immediately without phasing it out over 4 years or whatever they did.

    So far, I'm completely unimpressed with the current legislative body in Raleigh. Bunch of dbags wussies with a p.

    There are things in HB 562 I don't like and don't support. There WERE things I supported that were removed, and that some say can be added back in as amendments once the bill is out of committee (I am not holding my breath on that). There are also a number of things still in the bill I like.

    Below are items from Version 7 of the bill:

    1. Campus carry expanded to allow on-body carry while remaining in the locked vehicle. No need to place the handgun into a container. Still only applies to CHP holders. I support this although I think all carrier should be able stay armed; just make them stay in the locked vehicle. Even without GRNC's blessing, I am sober, sane, and trained; I simply prefer OC.

    2. Shooting ranges are protected from nuisance suits and noise regulation under grandfather rules. Good.

    3. CHP could be issued to non-citizens (legal aliens). It's about time.

    4. CLEO would have 15 days to approve NFA/Class III applications. Disapprovals would have to be for specific reasons, rather than personal beliefs or feelings. Good.

    5. Expanded/Enhanced CHP carry: Some pigs are much more equal than the rest of us. Definitely against this.

    6. Exploring ways for private sellers to access the systems to conduct background checks on potential buyers. Against this. This could not help but to be abused by possible employers, or simply by someone wanting your info, or lack of it.

    7. Allows suppressors for hunting. Good.

    8. The GA bowed to the Commissioner of Agriculture, and would, by law, require you to leave your weapons outside the fairgrounds during the State Fair. They threw us a bone by studying a way to provide secure storage for you firearm at the Fair. Against.

    dmatting, et al., i have a query why everyone is against the PPP/CHP ???

    everyone says i am against it blah blah but no objective rational has been provided?

    care to articulate your thoughts?

    I choose not the CHP view. I could live without it. But the PPP laws are Breedist, Jim Crowe hate laws that give power over law to the opinions of a select group of law enforcement. that is too much power, for a bigoted group to have. if you meet the requirements of law there should be no more obstacles.
    The PPP laws are useless and a waste of time. Since everyone that buys a handgun goes through a background check any way. it does nothing but give power to a bunch of bigot government employees. especially, when it is none of their business anyway

    Why is it necessary in the first place? I can go purchase a rifle at any gun store right now without having to grovel to a some sheriff and pay him $5 - so why do I have to do that with a pistol?? Yeah, $5 ain't much but its really the principle of the thing. It is nobody's business that I am going to purchase a pistol. All that, plus it is a racist law put in place to keep blacks from getting pistols. Regardless of its illicit history, the PPP requirement is pointless. I would argue that a NICS check is pointless as well, but at least it is, in most cases, instant and free.

    The CHP ...
    I have one but I am seriously considering letting it expire when it is due - I haven't decided yet, though, since I still have about a year left. I do like that I don't have to get any PPPs in order to purchase a pistol, but I really don't buy lots of guns anyway. I have purchased two pistols with the CHP and proly won't buy much more. I'm a practical gun owner, not a collector and I don't cycle between carry guns. So that little "benefit" really doesn't pan out for me. I would rather see the NC state constitution amended to remove that ridiculous reference to carrying concealed. As it is right now, we actually have constitutional carry in this state - that would be OC with restricted CC. I don't see a difference in CC vs OC except for the law - which is arbitrary and does no one any good. I want to carry in whatever manner I want to without having to beg and pay money to cover it with a coat in the winter. And that is really the crux of it for me - having to ask the slimeball government permission to carry in a particular manner. That rubs me raw.

    Another aspect that I really hated was having to get my fingerprints taken as if I had committed a crime. (Now that it is done, though, they are out there in the ether and I can't get them back - so one of my big objections to the CHP is moot now) I took the CHP class and applied for it prior to my awareness of OC when I stumbled across this site. I was clueless about the gun laws in NC and thought CC was the only option.

    I will give GRNC credit where it is due. When they stand behind a bill, they don't just say it but do it. They help to propose and write the bills and their members are at the committee meetings, they meet with the senators and reps, and they do this on their own time cuz they are volunteers. They do the dirty work and I have mass quantities of respect for them. They do seem to appear to be very CC centric. Members here will point you to a thread where Paul Valone was responding and they use that as evidence to it, but I never really saw what others saw in that exchange.

    looks like I was wrong about punitive damages for unlawful ordinances being removed from hb562. I thought that it was going to have personal liability of the council members, but this looks good enough.

    14-409.40 deals with state pre-emption and has section (h) added that states:
    A person adversely affected by any ordinance, rule, or regulation promulgated or caused to be enforced by any county or municipality in violation of this section may bring an action for declaratory and injunctive relief and for actual damages arising from the violation. The court shall award the prevailing party in an action brought under this subsection reasonable attorneys' fees and court costs as authorized by law

    There is a good reason why CC is the focal point. Legislators don't mind giving us "permission" to carry as long as no one can see it. There is only one member of the General Assembly that will introduce any type of Constitutional carry. His fellow members have bear the crap out of him for doing it and not let his bills out of committee. Until we can get more than ONE member of the GA that gives more than lip service to the Second Amendment, CC is all that's going to move.
    Don't like it, vote someone in that really believes.

    so cricket, just because there isn't any support GRNC doesn't want to play in the ballgame? Let's see how has the GRNC's 'gee here is who you should vote for' alerts campaign going for those legislators who are don't want to play nice...strange, must-of-missed the bad alerts for those who play nice with GRNC's political CC agenda but don't wanta play in the rest of the firearm arena?

    here let me answer that...you won't find any bad alerts against those in the legislators as GRNC is in bed only pushing sane, sober, law-biding carry ~ period!! (oh forgot the automatic firearm provision(s) submitted and passed by GRNC in the name of the NC legislature.)

    I don't like it so i do vote to change the goode olde boy incumbents out...shame GRNC doesn't practice that philosophy to its members giving them alternative(s)...

    am truly sorry the mind meld lock on you cricket is so intense that you completely miss the purposeful harm being done by to the citizens of this state by this self serving group all for the sake of the membership $$$ collected!!
