    So, a "rule" is not an ordinance or resolution. Therefore a municipality can simply restrict the carry of guns by creating "rules".

    They are asking for an even stricter preemption law, one where the state occupies the entire field of gun law in the state.

    Even if they can enforce it, what is the penalty for breaking the rule?

    So does the violation of this rule place one at any risk as to criminal convictions? Is one subject to arrest and prosecution for a violation of this rule?
