    CHARLOTTESVILLE, Va. (AP) - A judge has ruled that Charlottesville police stop-and-frisk reports are exempt from public disclosure.

    Circuit Judge Richard E. Moore said Friday that the reports usually are the result of police investigations into complaints about public drunkenness, disruptive behavior or a physical or verbal altercation. He said that makes the reports part of criminal investigative files, which do not have to be released under the state Freedom of Information Act.
    If you do not know the answer to the question you should not ask it.

    Requesting the individual reports - yes, they are part of police investigative reports.

    Requesting the aggregate reports - no way anybody can claim they are exempt.

    But does the PD/SO generate aggregate reports? If so, what time period does each report cover? If not, why not?

    That last question needs to be asked repeatedly at City Council/Board of Supervisors meeting so often that as soon as you stand up they know, word for word, what you are going to ask. It ought to be asked from every pulpit and in every Letter to the Editor and on those late night/early morning spots TV stations use to meet their public access requirements.

    But will it? Or will everybody be happier whinging about the answer they got to the question they should never have asked in the first place?
