State Fair carry ~ yes i am still confused.

ok i privately asked the question about finding the thread within the NC area on carry at the state fair:

It would seem like as of 8/5/15 the NC governor signed a bill allowing carry there - I don't know the effective date or details though, best check that out, see last entry below to read the bill/law as signed.

(a) Except as otherwise provided in this section, the Commissioner of Agriculture is authorized to prohibit the carrying of firearms in any manner on the State Fairgrounds during the period of time each year that the State Fair is conducted.
(b) Notwithstanding subsection (a) of this section, any prohibition under this section shall not apply to the following persons:
(1) Any person exempted by G.S. 14‑269(b)(1), (2), (3), (4), or (5).
(2) Any person who has a concealed handgun permit that is valid under Article 54B of this Chapter, or who is exempt from obtaining a permit pursuant to that Article, who has a handgun in a closed compartment or container within the person's locked vehicle or in a locked container securely affixed to the person's vehicle. A person may unlock the vehicle to enter or exit the vehicle provided the firearm remains in the closed compartment at all times and the vehicle is locked immediately following the entrance or exit."

SECTION 4.(b) The Department of Agriculture, in consultation with the Department of Public Safety and the North Carolina Sheriffs' Association, shall study the best method to allow persons with concealed handgun permits to carry a concealed handgun on their person from a parking lot to the entrance of the State Fairgrounds, and a secure method of storage for and retrieval of those handguns at or near the entrance. The Department of Agriculture shall report to the Joint Legislative Oversight Committee on Justice and Public Safety by April 1, 2016, with recommendations, including any necessary legislation.

WNCN's reporting of the good sheriff's comments of searching every fairgoer again is interesting. email sent asking for fair reporting.

and section 4 is quite interesting, not sure what the legislation was seeking when this was put into the statutes.

and this passed w/o any type of outcry from local grass root CC organization(s).

What's to be confused about?? They (the people in charge) threw a bone to the commoners allowing effective self defense during most of the year, and at the sufferance of the Ag Commissioner at his discretion during the Fair. Seems pretty typical in these parts. :)

Seems as though one can carry with a permit anywhere on the state fair grounds..........except when the state fair is there. :banghead:

Smoke and mirrors deployed. Safety is an allusion.

Can't have the sheeple's aluminum head gear crinkled or BGs frightened.

greg, let me raise the specter once again, but i personally do not anticipate a viable response due to a myriad of reasons, least of which is everyone is busy getting exhibitors in so they can open tomorrow...

commisioner(s) are touting their concerns of low attendance due to hurricane aftermath.

An in-state gun rights organization which many love to dump on went to court over this very thing: carry during the state fair. The court sided with Commissioner Troxler, and the legislature later formalized it, authorizing the agriculture commissioner to ban firearms during the state fair. This was an obvious departure from the written law, but the exception was made in the cause of public safety. And Troxler's empire. You can secure it in your car on the fairgrounds parking areas. On request, the police there are supposed to provide a safety escort back to your vehicle. Good luck with that.

Any other time of the year, fairgrounds carry is okay.

you are absolutely correct BC, the infamous GRNC did apparently object in late 2014 regarding the provisions of NC HB 937, but apparently were handed their walking papers by Troxler who reiterated the next day after meeting with GRNC representatives with his statement of no guns!


shortly thereafter (oct right at the beginning of the fair's opening) Judge Stevens handed GRNC their walking papers by denying their temporary injunction.


as reported by GRNC, the nice judge was quote: ...nearly contemptuous...unquote when addressed by the GRNC's attorney. (sidebar...i do have problems when a judge is 'nearly' contemptuous instead of just flat out contemptuous ~ really nearly contemptuous...what on earth does nearly mean for goodness sake?)


so now 2 years later, nada, nothing, zero forward progress made even tho in GRNC's alert issued in Oct 2014 it ended with the following comment:

seems GRNC has given up, given in, and apparently went away from this dog fight since after two years the fair has maintained status quo on their policy of NO GUNS!
