The statute clearly says "willfully or maliciously taunting."

There should not be a story here. The complaining cop is WAY out of line.

There MIGHT arguably be some infraction involved with distracting a working* police dog, but there is most certainly nothing premeditated or malicious here to warrant even the discussion of the felony charge. Shame on the cops.

*This was a "working" police dog, in a location where security screenings were already required, yet conveniently also gave the dog's handler the best seat in the house.
