    I didn't see any thing in any of the links saying it was restricted.

    Just the opposite they talked about how useful it is going to be at the industrial level and how it can be made using common methods.

    No. It is called shielding, and it is a precise property of physics, of maximizing the energy transferred by each types particles collisions and the density of the appropriate shielding particle. For purposes of comparison each material is given a reduction factor, usually 1/2 or 1/10, per thickness.
