Scott and Graham chose, instead, to vote for the GOP-backed provisions that would have put up more modest barriers for bad actors trying to buy firearms. One offering would have streamlined the national background check system and refined criteria for who cannot own a gun due to mental health concerns. The other GOP proposal would have stopped a gun sale only if a judge found probable cause that the potential buyer had involvement in terrorist activities. Neither won enough support to proceed.
Ultimately, all four votes were symbolic. They were repackaged measures that failed to advance in previous legislative sessions and put on the floor largely to appease lawmakers who wanted to take some action in the wake of the Orlando shootings. Still, Democrats spun the vote series as a victory that could not have been achieved if not for their 16-hour filibuster last week in the wake of the Orlando shooting. They also took the opportunity to pummel Republicans in an election year for opposing policies they contend would save lives.
