Is OC or CC or No C the rule around places like this. I see nothing on the website but part of it is on Ferrum College grounds. That is the part leaving me in question.

I figure with no admission and in a public park then no problem with any C. But the college thing . . ..

I see nothing on any of the websites from other festivals of similar type. Google Virginia festivals 2016 and you will find the list I started from.

There is an admission charge:

"Tickets: $10 for adults; $5 for children (5 to 15); $5 for senior citizens (60 and older). Tickets are sold at the gates on the day of the event."

You may be reasonable sure that the ticket (contract) will contain info stating that you agree to abide by their rules.
